GENERAL PURPOSE

Under the direction of the Engineering Division Manager, oversees the design and construction of all city projects to include streets, water, sewer, storm drain, pressurized irrigation, parks, retaining walls, small buildings and other engineering projects. A Senior Engineer may be assigned responsibility for the following.

  • UPRR
  • City Standards - Committee/Review
  • Inspections and Testing

ESSENTIAL FUNCTIONS

Employee and Project Supervision. Oversees and directs the efforts of design engineers, surveyors, draftsmen, inspectors, interns and hired consultants in the preparation of plans.

Supervises, directs and ensures the efforts of the Public Works Inspector in the construction of city projects and that city projects conform to city standards and design.

Oversees the design of projects. In a combined effort with the Engineering Designer, City Surveyor and hired consultants, holds regular meetings to review the progress of design and construction for city projects. Travels to the various construction sites to monitor the progress of city projects and to verify that projects are being constructed to their design.

Oversees the construction of projects. In a combined effort with the Public Works Inspector, holds regular meetings with the contractors to review the progress. Makes changes to the design once implemented as deemed necessary. Travels to the various construction sites to monitor the progress of the construction crews.

Design Systems. Meet with division managers to determine the goals of design for each project. Research and evaluation of designs, products and methods used elsewhere to determine efficiency and effectiveness of proposed design.

Related Civil Engineering Systems. Performs civil engineering duties relative to planning, surveying, preliminary and final design, drafting, contracting, inspection, and preparing specifications and legal descriptions for Spanish Fork City. Research and evaluation of designs, products and methods used to determine efficiency and effectiveness of proposed design. Reviews plans and plats for compliance with the masterplans, models, construction standards and development ordinances of Spanish Fork City.

Bidding Processes. Oversees bidding process for city projects for all departments throughout the City. Advertises projects, prepares technical reports and bid documents, holds pre-bid and bid meetings, checks references of the construction company with the best bid, and makes a recommendation to the relevant Department Head. Compiles the contract between the city and the construction companies awarded the bid and makes addendums to contracts as necessary.

Miscellaneous Duties as Assigned. Checks contractor invoices for accuracy, inspects completed work and then signs off the invoice for payment.

Perform other duties as assigned.

Must be able to report to work on time as scheduled and abide by all city policies and procedures. Must work well with others and be a team player. Must be able to understand and follow oral and written instructions. Must be able to deal with the public in a pleasant and courteous manner in all circumstances.

WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDS

Physical Demands. Requires moderate physical activity. Required to push, pull or lift medium weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions.

Working Conditions. Work will be performed in an office environment and outdoors with exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Hazards. Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

POSITION QUALIFICATIONS

  1. Education: Bachelor's degree in Civil Engineering.
  2. Experience: Eight (8) years of related experience with increasingly responsible work as a civil engineer or closely related field.
  3. Utah Professional Engineer (PE) License: Required.
  4. Valid Driver's License: Required.
  5. IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.
  6. Necessary Knowledge, Skills and Abilities:

    1. Must have a good understanding of engineering principles and design techniques. Working knowledge of construction principles.
    2. Strong analytical and decision making skills. Strong willed and ability to set and maintain high expectations. Ability to organize the efforts of many different people. Ability to follow through with a project from start to completion. Strong word processing and spreadsheet skills. Ability to write legal contract documents and knowledge of legal terms. Must be able to deal with the public in a pleasant and courteous manner in all circumstances.
