GENERAL PURPOSE

Under the direction of the Engineering Division Manager, manages the Spanish Fork City Stormwater Management Program. A Storm Water Management Plan (SWMP) Administrator may be assigned responsibility for the following.

  • Storm Water Management Plan (SWMP)
  • Long Term Storm Water Management Plans (LTSMP)
  • Manage 3rd Party Environmental Consultants
  • CC Documents
  • Illicit Discharge Detection & Elimination (IDDE)
  • Storm Water Pollution Prevention Plans (SWPPP)
  • Best Management Practices Manuals
  • Plan Review

ESSENTIAL FUNCTION

Safety Systems.

  • Takes safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. For certain tasks, can be responsible for the safety of others, City materials and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to City Management.

Employee Supervision.

  • Develops, creates and implements stormwater quality policies, standard operating procedures, best management practices, and training for compliance with the Municipal Separate Storm Sewer System (MS4) permit. Delegates specific permit compliance tasks to other employees.

Stormwater Systems.

  • Manages technical and regulatory activities with the MS4 permit maintaining Spanish Fork City's compliance with the State under the Utah Pollution Discharge Elimination System (UPDES).
  • Directs any illicit discharge(s) clean up efforts. Ensures entities that have caused an illicit discharge receive the correct education and enforcement per City code. Develops and maintains an Illicit Discharge Detection Elimination (IDDE) program with ordinances, procedures, training, public awareness, and documentation. Updates the IDDE as needed to keep current.
  • Inspects outfalls for illicit discharges, illegal connections, functionality, installs outfall signs, collects water samples for quality testing, collects water samples of suspected illicit discharges, documents data for analysis, creates reports from data analysis, informs the State of any findings that the permit requests.
  • Enforces the city code (ordinances) related to Stormwater discharges and water quality protection as required under the Stormwater Management Plan (SWMP). Documents Stormwater quality violations and corrective actions. Issues notices of violations and follows up with warnings and notices to ensure compliance. Works with the City officer responsible for issuing civil penalties, If enforcement beyond the above is required.
  • Supports and participates in the Utah County Stormwater Coalition and Utah Stormwater Advisory Committee. Must be committed to seeking knowledge, learning and proposing new ideas to keep the City's Stormwater Management Plan current and in compliance with the State MS4 Permit.
  • Manages and communicates appropriately with third parties performing Stormwater quality related work for the City. This may include laboratories, law firms, State and Federal entities, consultants, etc.

Stormwater Plans and Reports.

  • Ensures the Stormwater Management Plan (SWMP), is current and understands what needs to be accomplished within the SWMP to meet the requirements of the State permit. Develops City Stormwater ordinances that allow the City to abide by and enforce this plan.
  • Plans and directs Stormwater quality tasks during City project construction. This includes writing complete Stormwater Pollution Protection Plans (SWPPP) that meet State standards. Performs contractor SWPPP inspections for City projects.
  • Develops and writes Long Term Stormwater Management Plans (LTSMP) to be maintained and documented by private property owners. Writes City facility LTSMP's (including post construction SWPPP's) in the same manner, to be maintained and documented by the City facilities. These plans must be managed to ensure those responsible for inspections listed within the LTSMP document are being performed. Performs periodic inspections with the site contact on a quarterly, yearly, or 5-year basis.
  • Creates an annual SWPPP Report for the State using all documentation from Stormwater events, inspections, illicit discharges, enforcements taken, water sampling data, financial data, and all other items required in the annual report.

Miscellaneous Duties as Assigned.

  • Uses ArcGIS to create MXD and SHP files of the latest category 5 Underground Injection Wells and registers them with the State, as requested. Uses ArcCollector to document outfall inspections, illicit discharges and other items the permit requires to be shown in a mapping program.

Perform other duties as assigned.

Must report to work on time, as scheduled, and abide by all City policies and procedures. Must work well with others and be a team player. Must understand and follow oral and written instructions. Must deal with the public in a pleasant and courteous manner in all circumstances.

WORKING CONDITIONS/PHYSICAL AND MENTAL DEMANDS

  • Physical Demands. Requires moderate physical activity. Required to push, pull or lift medium weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions.
  • Working Conditions. Work will be performed in an office environment and outdoors with exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.
  • Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

POSITION QUALIFICATIONS

  • Education: Bachelor's degree in civil engineering, environmental engineering, environmental or physical sciences, or a related field.
  • Experience: One (1) year minimum stormwater quality experience.
  • Valid Driver's License: Required.
  • IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.
  • Applicant must obtain one of the following certifications within the first 6 months of hire date:
    • Registered Stormwater Inspector (RSI)
    • Certified Environmental Stormwater Compliance Professional (CESCP)
    • Certified Stormwater Manager (CSM); or related certification
  • Necessary Knowledge, Skills and Abilities:
    • Experience in the area of Stormwater management and Stormwater MS4 permit compliance.
    • Knowledge of Federal and State Stormwater regulations.
    • Strong interpersonal skills including ability to deal with people under difficult conditions, resolve conflicts, work under time pressure and experience in working across multiple work groups or organizations.
    • Demonstrates analytical, problem solving, and data analysis skills. Demonstrates ability to work independently with minimal supervision and to assume responsibility. Demonstrates ability to plan and coordinate work, analyze management problems and write reports and make public presentations.
    • Must have intermediate computer skills, including experience in Microsoft Office Suite. Desired experience in ArcGIS, Google Drive Suite including; Docs, Sheets, Forms, & Presentations.
    • Must be self motivated and be able to solve new unforeseen problems. Ask questions when needed and have confidence and pride in your work. Must maintain a positive attitude.
