General Purpose

Under general supervision of the Line Supervisor, this employee will install, operate, maintain and test transmission and distribution overhead and underground power lines and equipment.

A Power & Light Journey Line Inspector may also be assigned for the following in the Power & Light Division that could be otherwise assigned to an Electric Meter Technician, Warehouse Purchasing Agent, Inspector III, Inspector II, or Utility Planner II which include the following.

  • Commercial Metering Review
  • Conservation & Clean Air
  • Construction Testing
  • Excavation Permits
  • GPS Data Collection
  • Invoicing
  • Material Bidding
  • Material Issuing

Essential Functions

Electrical Systems. Will work on the construction and maintenance of the City's transmission system along with overhead and underground distribution system. Will install power equipment, maintain and rebuild existing power lines as well as minor maintenance of substations and other electrical apparatus.

Install, maintain, and remove customer services. Set and remove meters. Perform maintenance on street lights, transformers, fuses or any other piece of equipment that is part of the city's electrical system.

Participate in line switching procedures for both transmission and distribution systems. Maintain familiarity with circuit routing and be able to perform load switching procedures during emergency situations and on-call shifts to ensure public safety and system restoration.

Able to Investigate customer service calls and service interruptions. Troubleshoot and repair or replace equipment that is faulty on any part of the electrical system, from City's receiving point to the customer meters.

Equipment Operation. Must be proficient in the operation of electrical utility equipment including but not limited to: bucket trucks, line trucks, backhoe, underground/overhead line pullers, tensioners, backyard digger/derrick, forklift, along with hand tools related to the position.

Must have journey level knowledge of line work including the use of hotline tools, protective cover and testing equipment.

Safety Systems. Must be aware of all safety aspects required by the nature of the position and must keep safety first and foremost in the mind for self and for others affected by actions.

Must have an understanding of APPA safety rules and wear appropriate PPE

Miscellaneous Duties as Assigned. Will assist in the training of apprentice line workers, patrol lines, trim trees, etc.

Is required to participate in a rotational on-call schedule requiring after hours response to outage calls. Must be able to respond to call-out within 30 minutes.

Knowledge of Spanish Fork City Construction Standards for installation and inspection of trenches, conduits, and equipment related to electrical system.

Must be able to meet attendance and punctuality requirements for this position. Must abide by all city policies and procedures. Must work well with others.

Must live within 30 minutes' travel time from Spanish Fork's city limits in order to respond to emergencies.

Working Conditions/Physical & Mental Demands

Physical Demands. Requires moderate to heavy physical activity. Required to push, pull or lift medium to heavy weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended periods.

Working Conditions. Exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Hazards. Occupational safety and health hazards may be encountered. Line construction will involve working at heights along with underground applications.

Position Qualifications

  • Education: High school diploma or equivalent and completion of an approved Lineworker Apprentice program.
  • Experience: Related experience helpful.
  • CPR Certification: Required.
  • Utah CDL: Class B Required, Class A prefered with endorsements as necessary.
  • Pole Top Rescue Certification: Required.
  • Bucket Truck Rescue Certification: Required.
  • UAMPS Training Requirements: Required.
  • Forklift Certification: Required
  • Flagging Certification: Required
  • Journey Certification: Lineman.
  • IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.
  • Applicants will submit to a criminal background check and drug test.
  • Necessary Knowledge, Skills and Abilities:
    • Working knowledge and understanding of current OSHA, APPA, NESC, and NEC rules and regulations. Requires working knowledge of electrical theory, operation, maintenance and installation of overhead and underground transmission and distribution power lines and related equipment. Ability to work from drawings and specifications and use measuring and testing instruments as needed in operation of utility electric systems and equipment.
    • Ability to work with the rest of the division with a cooperative and a constructive attitude.
