General Purpose

Under the supervision of the Wastewater Division Manager, implements the Industrial Pretreatment Program and is primarily responsible for the regulation of all industrial and commercial discharges to the collection system.

The Pretreatment Coordinator is also essential in preventing pass through and/or interference at the Wastewater Treatment Plant and avoiding instances of violation of the National Pollutant Discharge Elimination System (NPDES) Permit. The Coordinator is also primarily responsible for responding to slug loads from industrial dischargers.

Essential Functions

Industrial Pretreatment Program. Responsible for the implementation of the Spanish Fork City Industrial Pretreatment Program in accordance with federal, state, and local regulations. This includes but is not limited to:

  • Performing inspection of industrial and commercial facilities to characterize industrial activities and discharges.
  • Determining compliance of permitted and non-permitted facilities through inspection and monitoring.
  • Conducting wastewater sampling and analysis, and interpreting the results of that analysis.
  • Drafting permits based on facility characterization and in accordance with federal and state regulations.
  • Receiving, tracking, and filing of compliance reports, permit applications, pretreatment questionnaires, and other relevant documents.
  • Timely preparation and submission of annual pretreatment reports, documents, and assessments.
  • Monitoring instances of noncompliance and significant noncompliance and initiating enforcement actions in a professional manner.
  • Plans, directs, and coordinates activities of staff involved in monitoring and enforcement of industrial and residential wastewater discharge.
  • Proactively seeking continued education with regards to regulation changes, technological advancements, industrial pretreatment trainings and seminars.
  • Communicating effectively with industrial users, state and federal officials and agencies, and the public both in writing and orally.
  • Adept time management and scheduling with regards to facility inspections, report deadlines, and enforcement actions.
  • Modifying industrial pretreatment program and procedures to better align with best practices and pertinent regulations.
  • Responsible for the resolution of citizen and industry requests/complaints related to pretreatment and wastewater.
  • Coordinates activities for research conducting successive phases of problem analysis, solution proposals, and testing.
  • Performs other duties as assigned.

Working Conditions/Physical & Mental Demands

Physical Demands. Requires moderate to heavy physical activity. Must be capable of moving over varied terrain, frequently climbing ladders, frequently stooping, bending and be capable of lifting 100 lbs.

Working Conditions. Exposure to adverse weather conditions, hazardous materials, chemicals, odors, and fumes, and prolonged high noise levels. Can work in and around vehicular traffic. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.

Hazards. Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

Mental Demands. Ability to communicate effectively and perform well in a variety of stressful situations, such as when implementing enforcement actions against industrial users. Ability to understand material such as the Code of Federal Regulations, the Clean Water Act, and other federal, state, and local laws.

Position Qualifications

  • Education: Two (2) years of college level coursework in biology, chemistry, environmental science, environmental engineering or a closely related field, or an equivalent combination of education and experience.
  • Experience: Preferably a minimum of two (2) years experience in an industrial pretreatment program or related environmental field.
  • Working Knowledge of: Pretreatment regulations, treatment plant operations, maintenance and monitoring techniques, industrial waste environmental impact potential, hazards associated with various chemicals, equipment, organic and inorganic substances, routine chemical tests, and principles and practices of commercial food establishment fats, oils, and grease control processes.
  • CPR Certification: Required within 1 year.
  • Utah Driver's License:
  • Flagging Certification: Required within 1 year.
  • Forklift Certification: Required within 1 year.
  • Traffic Control Technician Certification: Required within 1 year.
  • ISO-100, ISO-200, & ISO-700 Certifications: Required within 1 year.
