General Purpose

Under general supervision of the Power System Supervisor. This employee will construct, operate, maintain and test substation equipment including control circuitry and SCADA connectivity inside the substations.

Essential Functions

Electrical Systems.

  • Will maintain existing electrical systems of City owned and operated buildings and facilities in a safe and functional condition in accordance with the NEC (National Electrical Code) and other codes, restrictions, and requirements. Will repair or replace faulty city equipment as needed to comply with all applicable codes and policies.
  • Will install new or additional equipment and or wiring to Spanish Fork City facilities in accordance with all applicable codes and regulations as needed for all city facilities as requested by the electrical superintendent.

Substation Responsibilities.

  • Install, Maintain, and repair electrical substations. Inspect, operate, and maintain mechanical and electrical parts including circuit breakers, reclosures, load tap changers, control panels, transformers and other substation equipment.
  • Tests, adds, and filters oil for a variety of power distribution equipment. Performs weekly inspections of the substation sites taking reading from metered equipment and identifies any immediate maintenance that needs to be addressed.
  • Investigate substation service interruptions. Capable of troubleshooting faulty equipment and restore service to customers in a swift and efficient manner.
  • Assists with the SCADA system of the department overseeing the connectivity needed inside the substation. Participate in line switching procedures for both transmission and distribution systems.

Equipment Operation.

  • Must be proficient in the operation of electrical utility equipment including but not limited to: bucket trucks, line trucks, backhoe, underground/overhead line pullers, tensioners, backyard digger/derrick, forklift, along with hand tools related to the position.
  • Must have journey level knowledge of substation construction/maintenance work including the use of hotline tools, protective cover and testing equipment.

Safety Systems.

  • Be aware of all safety aspects required by the nature of the position and job requirements. He must keep safety first and foremost during the process of all projects for the safety of citizens and personnel that enter or are in proximity to work being performed by this person or crew.

Miscellaneous Duties as Assigned.

  • Will assist in the training of apprentice substation workers, evaluate equipment specifications, assist in drafting substation material specifications, review/evaluate bidding results, etc.
  • Must be able to meet attendance and punctuality requirements for this position. Must abide by all city policies and procedures. Must work well with others.
  • This person may need to respond to an emergency call on a twenty - four (24) hour basis as needed by the department.
  • Other duties as assigned.

Working Conditions/Physical and Mental Demands

Physical Demands.

  • Requires moderate to heavy physical activity. Required to push, pull or lift medium to heavy weights. Required to work in difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended periods.

Working Conditions.

  • Exposure to adverse weather conditions, hazardous materials, chemicals and fumes, and prolonged high noise levels. Often works in and around high voltage equipment at ground level. May at times include exposure to high stress situations or environments, including contact with the public in confrontational or uncomfortable circumstances.


  • Occupational safety and health hazards may be encountered under controlled conditions. May be required to work unconventional work hours or shifts.

Position Qualification

  • Education: High school diploma or equivalent and completion of an approved Substation Apprentice program.
  • Experience: Related experience helpful.
  • CPR Certification: Required.
  • First Aid Certification: Required.
  • Utah CDL: Class B Required, Class A preferred with endorsements as necessary.
  • Bucket Truck Rescue Certification: Required.
  • Forklift Certification: Required.
  • Flagging Certification: Required.
  • Journey Certification: Substation Technician, Lineman/Electrician
  • IS-100, IS-200, & IS-700 Certifications: Within one year of hire date
  • Applicants will be required to submit to a criminal background check and drug test
  • Necessary Knowledge, Skills and Abilities:
    • Knowledge and understanding of electrical theory, operation, maintenance and installation of substation equipment and apparatus.
    • Working knowledge of NESC, NEC, OSHA, and APPA Safety Manual as it applies to substation construction and maintenance. Thorough knowledge and understanding of power system operation, switching procedures, clearance, and tagging procedures.
    • Must possess the ability to work from drawings and specifications and use measuring and testing meters and instruments as needed in the operation of utility electric systems and equipment.
    • Must be assertive in the area of enforcing safe work practices, as well as maintaining productivity. Ability to establish and maintain effective working relationships with employees, other agencies and the public; ability to think and act independently; ability to work under pressure; ability to communicate effectively, verbally and in writing.
