GENERAL PURPOSE

Under general supervision of the Human Resource Director, performs Human Resource and clerical duties.

ESSENTIAL FUNCTIONS

  • Process new hires. Work with supervisors to get proper paperwork and trainings from new and rehire employees
  • Setup drug testing and background checks for new hires and federal and company mandated random drug testing. Allocate and submit drug testing invoices to accounts payable.
  • Setup and maintain employee records in Human Resource database
  • Review employment documentation and distribute required employee information to county, state, and federal entities (ex. E-Verify, State Unemployment, Utah Retirement Systems)
  • Work with supervisors to ensure that employee information is accurate
  • Post jobs and maintain applications using online program
    • May be asked to schedule appointments and interviews
  • Conduct Human Resource policy research
  • Perform training sessions as necessary for city policies and regulations.
  • Under direction of the Human Resource Director, oversee the day-to-day aspects of Human Resources for the city. Stay current on regulations concerning Human Resource, including the ACA, FMLA, FLSA, etc.
  • Maintain FMLA records. Approve and coordinate FMLA documentation with employee
  • Assists employees with changes to their various insurance needs whether online or in paper format
  • Manage employee health insurance engagement commitments. This requires frequent communication with insurance provider and benefited employees.
  • Manage city incentive programs by collecting, organizing, and distributing information.
  • Oversee the wellness committee and set up committee meetings. Communicate with employees on wellness challenges and events
  • Communicate with employees through email, text, and/or phone information pertaining to upcoming City events and employee requirements.
  • Ensure and track that all employees have completed the required trainings set forth by the city, federal, state and insurance requirements.
  • Report and follow up on all Worker's Compensation claims
  • Manage Human Resource forms
  • Must be able to keep specific information confidential
  • Must be able to meet attendance and punctuality requirements for this position. Must abide by all city policies and procedures. Must work well with others and be a team player
  • Must be able to work with little or no supervision.
  • Performs other related duties as assigned
  • Applicants will be required to submit to a criminal background check and drug test

POSITION QUALIFICATIONS

  • Education and Experience: Graduation from High School and two years of human resources experience. Bachelor's degree in Human Resources or a related field preferred.
  • Necessary Knowledge, Skills, and Abilities: Knowledge of employment laws. Working knowledge of Word Processing, Excel Spreadsheets, Power Point, and JotForm. Caselle experience preferred. Skilled in communicating and working with people. Skilled in the use of computers including document organization. Must be proficient in Google Drive programs, including Docs, Sheets, & Forms.
