Under the direction of the Engineering Division Manager, this position oversees Engineering Division financial and organizational responsibilities. An Engineering Secretary may be assigned responsibility for the following.

  • Project Administration
  • Budget/Invoices
  • Secretarial Duties
  • City Council Memos/Documents
  • Task Orders
  • Project Management
  • Miscellaneous Tasks


Secretarial Systems. Enters data into the computer, using various software. Produces letters, memos and reports for the engineering department and all public works departments as requested.

Answers incoming calls on the telephone from citizens; answers radio, takes appropriate information and dispatches information to departments. Greets the public at the reception counter, listens to and takes appropriate information; answers those requests that can be answered. Tracks various immediate action citizen complaints in a database.

Establishes and maintains filing systems, engineering records, and reports on file.

Engineering Systems. Responsible for the engineering budget tracking and expenses for all city projects, task orders, agreements, contracts and other budget items as needed. Responsible for all professional services agreements and task orders as they relate to the use of consulting firms for the design, management and planning of capital projects.

Compiles bid tabulation, notice of award, notice to proceed, plan holders list and all other bidding contract documents. Obtains necessary signatures on contract agreements and tracks until the process is complete. Processes pay authorizations for bidding contracts and obtain necessary signatures.

Responsible for scheduling pre-bid, preconstruction and walkthrough meetings. Prepares documents needed and takes minutes for pre-bid and preconstruction meetings. Charts the progress of construction until completion.

Oversees and manages the city's bidders list.

Works on various special projects.

Miscellaneous Duties as Assigned. Must be able to report to work on time as scheduled and abide by all city policies and procedures. Must work well with others and be a team player. Must be able to understand and follow oral and written instructions. Must be able to deal with the public in a pleasant and courteous manner in all circumstances.

Performs other duties as assigned.

Applicants will be required to submit to a criminal background check and drug test.


  • Education: High school diploma or equivalent.
  • Experience: Two (2) years experience as a secretary or Associates Degree.
  • Valid Driver's License:
  • IS-100, IS-200, & IS-700 Certifications: Within one year of hire date.
  • Computer Skills: 60 WPM. Must have a proficient working knowledge of Word, Excel, PowerPoint, Adobe Acrobat; skill in the use of a variety of office machines and computers. Must be capable of learning new computer programs, including ArcGIS.

Necessary Knowledge, Skills, and Abilities:

  • A good understanding of engineering principles and project management. Aptitude to learn engineering terms and their application to the job.
  • Considerable knowledge of English grammar, sentence structure, spelling and telephone answering procedures; working knowledge of record keeping; filing and office practices.
  • Ability to work well with people and solicit information needed to complete reports; ability to deal with individuals in adverse and stressful situations; ability to operate all required radio dispatching equipment.
