Reporting to the Deputy Chief, the Emergency Preparedness Coordinator/ AEMT will coordinate and maintain the City's Emergency Preparedness response and recovery program. Managing the City's Community Emergency Response Team (CERT) during incidences and drills. Working as an Ambulance Captain the incumbent will provide supervision and direction on recertification and developing a Quality Control program.



  1. Assist the Deputy Chief in planning, directing, and controlling administrative duties related to maintaining EMS department electronic reporting systems and CERT program records.
  2. Under general direction develops, coordinates, and maintains a comprehensive emergency/disaster preparedness and response plan to assure emergency response capabilities involving all city departments.
  3. Organizes the City's emergency services drills and exercises involving all levels of city government and community resources as needed.
  4. Coordinates accurate documentation of all necessary records and reports pertaining to the Emergency Preparedness program.
  5. Serves as the liaison for the City in organizing emergency services planning and education between the City and local schools, business community utilities, volunteer organizations and other governmental agencies.
  6. Attends meetings and seminars to keep abreast of new developments in Emergency Preparedness.
  7. In the case of an emergency or disaster, the incumbent must be available  24 hours a day, seven days a week.
  8. Follow established industry best practices related to the position.
  9. Train other Ambulance department personnel relative to electronic reporting systems and NREMT recertification requirements.
  10. Ensure all department records are kept in accordance with city policy, state and federal laws. 
  11. Under general direction, develop and maintain an Ambulance Department Quality Assurance program.
  12. Ability to effectively communicate verbally and in writing with all levels of staff.
  13. Work independently and in a team environment to effectively manage emergencies and disasters as necessary to be relied upon at critical times.
  14. Setup, teach, & track NIMS training.
  15. Provides requisite planning activity reports, budget submissions, and/or other required documentation for federal and state emergency response funding sources.
  16. Perform essential functions of an AEMT
  17. Ability to communicate effectively in front of both small and large groups of people.
  18. Acquire and retain a thorough knowledge of the City, including streets, buildings, water supply, unusual hazards and related items.
  19. Performs other duties as assigned.
  20. Must abide by all city policies and procedures. 
  21. Must work well with others and be a team player.




The Emergency Prep Coordinator reports to the Deputy Fire Chief.

QUALIFICATIONS Education / Certification / Experience


Bachelor's Degree in Emergency Services, Homeland Security, Emergency Management, Public Administration or related field and two years experience in Emergency Management OR an equivalent combination of education and experience totaling at least 6 years.



  1. Valid Utah Driver's License
  2. Current Advanced Emergency Medical Technician, State or National Registry
  3. Knowledge and training in Incident Command System (ICS) minimum ICS 100, 200 and NIMS 700, 800.
  4. Must live within 20 minutes of Spanish Fork City

Skills & Abilities

  1. Ability to be an effective leader.
  2. Ability to organize & delegate specifically organizing events involving public speaking and crowd management.
  3. Ability to effectively administer the operations of a CERT team, to include supervising all positions volunteer and paid within the CERT program.
  4. Ability to supervise and participate in the preparation of all necessary reports, records and correspondence.
  5. Willingness and commitment to participate in training programs and workshops.
  6. While performing the duties of this job, the employee is required to sit, walk and stand; reach with hands and arms. The employee may occasionally lift and/or move up to 50 pounds.
